Non-road engine approval (NRMM) – EU Regulation 2016/1628

Regulation (EU) 2016/1628 is a fundamental pillar of European environmental legislation, establishing provisions related to emission limits for internal combustion engines intended for Non-Road Mobile Machinery (NRMM).

Objectives and Purpose of the Regulation

The European Union introduced this regulation with the aim of reducing pollutant emissions from engines installed in machinery not intended for road circulation. The regulation sets stringent limits for:

  • Nitrogen oxides (NOx)

  • Particulate matter (PM and PN – Particulate Number)

  • Hydrocarbons (HC)

  • Carbon monoxide (CO)

The legislation aligns with EU objectives to improve air quality and reduce the environmental impact of industrial and agricultural sectors.

Scope of Application

Regulation (EU) 2016/1628 applies to engines intended for non-road mobile machinery, including:

  • Agricultural and forestry machines (tractors, harvesters, excavators, telehandlers, etc.)

  • Construction machinery (cranes, bulldozers, loaders, road rollers, etc.)

  • Industrial and port equipment

  • Locomotives and inland waterway vessels

  • Cranes and mobile generators

The regulation does not apply to vehicles used for road transport, which are covered by specific regulations (e.g., Regulation (EU) 2018/858 for M, N, and O category vehicles and Regulation (EU) 168/2013 for L category vehicles).

Classification and Emission Levels

The regulation introduces the Stage V concept, the most advanced emission standard for NRMM machinery. Classification is based on engine power and includes different categories, such as:

  • Engines below 19 kW

  • Engines from 19 kW to 560 kW

  • Engines above 560 kW

The Stage V limits are significantly stricter than previous levels (Stage IIIA, IIIB, and IV), requiring the adoption of advanced emission control technologies, such as:

  • Diesel Particulate Filters (DPF)

  • Selective Catalytic Reduction (SCR) systems

  • Exhaust Gas Recirculation (EGR) systems

Obligations for Manufacturers and Certification

Manufacturers of NRMM engines and machinery must ensure compliance with the regulation through:

  • Type Approval and Certification: Each engine must be tested and certified according to the prescribed procedures.

  • Labeling: Engines must display a label with compliance information.

  • Conformity of Production (CoP) Monitoring: Periodic inspections to verify that mass-produced engines meet the approved requirements.

  • Declaration of Conformity: A mandatory document certifying regulatory compliance.

Exemptions and Transition Period

To facilitate industry adaptation to the new regulations, Regulation (EU) 2016/1628 included a transitional period for the marketing of engines compliant with previous standards. However, since January 1, 2019, all new engines must meet Stage V requirements.

Exemptions are provided in specific cases, such as emergency engines or for certain industrial sectors with particular needs.
