Whole Vehicle Type Approval.

ATS is a Technical Service designated by the Swedish Transport Agency – Transportstyrelsen (e5), and by the National Standards Authority of Ireland (e24) for carrying out tests in order to issue Vehicle Approval Certificates. Our services are aimed at car manufacturers.

The partnerships that ATS has made with various ISO / IEC 17025: 2005 accredited laboratories and proving grounds in order to always guarantee, and in every part of the world, a quality and speed of service in carrying out the tests are manifold; all this only if there is a need to carry out a particular test that requires specific specifications, for which ATS Laboratory is expanding in order to cover most of the requests internally.

what is type approval?

The Approval of a Whole Vehicle is confirmation that production samples of a type of Vehicle, system or component or separate technical unit will meet the specified performance standards. It can be demonstrated by the Approval markings (“e”) applied to the products by the manufacturer and, in the case of Vehicles approved under the Global Vehicle Approval (WVTA) scheme, by a Certificate of Conformity (CoC) issued by the Manufacturer. In the case of the United Nations International Complete Vehicle Approval (IWVTA), a Declaration of Conformity (DoC).

The process involves supervising the selection and testing of samples, documenting the specification and evaluating the measures in place by the manufacturer to ensure Conformity of Production (CoP). A prerequisite for obtaining approval is that the manufacturer has appropriate measures to ensure that production samples continue to meet the performance requirements of the products originally examined, this is known as Conformity of Production (CoP).

An approval cannot be issued without a CoP.

An Approval Certificate requires the approval of a third party Technical Service such ATS. A country can appoint an authority to issue Approvals and a Technical Service to carry out approvals tests following all UE Regulations and ECE Regulations.

ATS, as a Technical Service, has all the knowledge and tools necessary to carry out the tests, draw up test reports and make assessments regarding compliance with the technical-regulatory requirements of a specific Vehicle indicated in the respective UNECE Regulations.

categories of vehicles

Category L – Motor vehicles with fewer than four wheels – Regulation (EU) N. 168/2013

  • Category L1: a two-wheeled vehicle with an engine displacement in the case of an internal combustion engine not exceeding 50 cm3 and whatever the means of propulsion, a maximum design speed not exceeding 50 km / h.
  • Category L2: a three-wheeled vehicle of any wheel arrangement with an engine displacement in the case of a thermal engine not exceeding 50 cm3 and whatever the means of propulsion a maximum design speed not exceeding 50 km / h.
  • Category L3: a two-wheeled vehicle with an engine displacement in the case of an internal combustion engine greater than 50 cm3 or any means of propulsion a maximum design speed greater than 50 km / h.
  • Category L4: A three-wheeled vehicle arranged asymmetrically with respect to the median longitudinal plane with an engine displacement in the case of a thermal engine greater than 50 cm3 or whatever means of propulsion a maximum design speed greater than 50 km / h (motorcycle with sidecar).
  • Category L5: A three-wheeled vehicle arranged symmetrically with respect to the median longitudinal plane with an engine displacement in the case of an internal combustion engine greater than 50 cm3 or whatever means of propulsion a maximum design speed greater than 50 km / h.
  • Category L6: A four-wheel vehicle whose unladen mass does not exceed 350 kg, excluding the mass of the batteries in the case of electric vehicles, with a maximum design speed not exceeding 45 km / h, and whose cylinder engine capacity does not exceed 50 cm3 for positive ignition engines, or whose maximum net power does not exceed 4 kW in the case of other internal combustion engines, or whose maximum continuous rated power does not exceed 4 kW in the case of of electric motors motors.
  • Category L7: A four-wheeled vehicle, other than that classified in category L6, the unladen mass of which does not exceed 400 kg (550 kg for vehicles intended for the carriage of goods), excluding the mass of the batteries in the case of electric vehicles and whose maximum continuous rated power does not exceed 15 kW.

Category M – Motor vehicles having at least four wheels and designed for the carriage of passengers – Regulation (EU) 2018/858

  • Category M1: Vehicles used for the carriage of passengers and having a maximum of eight seats in addition to the driver’s seat.
  • Category M2: Vehicles used for the carriage of passengers, having more than eight seats in addition to the driver’s seat, and having a maximum mass not exceeding 5 tonnes.
  • Category M3: Vehicles used for the carriage of passengers, having more than eight seats in addition to the driver’s seat, and having a maximum mass exceeding 5 tonnes.

Category N – Motor vehicles having at least four wheels and used for the carriage of goods – Regulation (EU) 2018/858

  • Category N1: Vehicles used for the carriage of goods with a maximum mass not exceeding 3.5 tonnes.
  • Category N2: Vehicles used for the carriage of goods with a maximum mass exceeding 3.5 tonnes but not exceeding 12 tonnes.
  • Category N3: Vehicles used for the carriage of goods with a maximum mass exceeding 12 tonnes.
Category O – Trailers (including semi-trailers) – Regulation (EU) 2018/858
 
Category O1: Trailers with a maximum mass not exceeding 0.75 tonnes.
Category O2: Trailers with a maximum mass exceeding 0.75 tonnes but not exceeding 3.5 tonnes.
Category O3: Trailers with a maximum mass exceeding 3.5 tonnes but not exceeding 10 tonnes.
Category O4: Trailers with a maximum mass exceeding 10 tonnes.
 
Special purpose vehicle: a vehicle of category M, N or O for the transport of passengers or goods and to perform a special function for which special fittings and / or equipment are required. 
  • Motorcaravan: a M1 category special purpose vehicle built to include living space containing at least the following equipment: Seats and table, sleeping places that can be converted from seats, cooking equipment, storage facilities. This equipment must be rigidly fixed to the living space; however, the table can be designed to be easily removable.
  • Armored vehicle: Vehicle intended for the protection of transported passengers and / or goods and complies with bulletproof armor requirements.
  • Ambulance: Category M vehicle intended for the transport of the sick or injured and equipped with special equipment for this purpose.
  • Hearse: vehicle intended for the transport of deceased persons and equipped with special equipment for this purpose.

Agricultural vehicles (Categories T, R and S) – Regulation (EU) No 167/2013

  • Category T: Indicates any motorized, wheeled or tracked agricultural or forestry vehicle having at least two axles and a maximum design speed of not less than 6 km / h, the main function of which lies in its tractive power and which has been specially designed to tow, push, transport and operate certain interchangeable equipment designed to perform agricultural or forestry work or to tow trailers or agricultural or forestry equipment; it can be adapted to carry a load in agricultural or forestry work and / or it can be equipped with one or more passenger seats.
  • Category R – Agricultural trailer: any agricultural or forestry vehicle intended primarily to be towed by a tractor and intended primarily for the transport of loads or processing of materials and in which the ratio between the technically permissible maximum laden mass and the unladen mass of that vehicle is equal to or greater than 3.0.
  • Category S – Interchangeable towed equipment: Any vehicle used in agriculture or forestry designed to be towed by a tractor, modifies or integrates its functions, permanently incorporates an implement or is designed to work materials, which may include a load platform designed and built to receive all tools and equipment necessary for these purposes and to temporarily store any material produced or needed during work and where the ratio of the technically permissible maximum laden mass to the unladen mass of that vehicle is less than 3.0.
  • Category C – Track-laying tractors: Crawlers are a type of tractor that has a track system instead of wheels. Crawlers are primarily used on soft ground where the wheels of a tractor would sink in and get stuck.
Non-road mobile machinery – Regulation EU 2016/1628

 

  • Any mobile machine, transportable industrial equipment or vehicle with or without bodywork, not intended for road use for the transport of persons or goods, in which an internal combustion engine is installed.
