The two Regulations in question are the UN ECE Regulation no. 158 on reversing and driver awareness of vulnerable road users behind the vehicle and ECE Regulation No. 159 on moving information systems for the detection of pedestrians and cyclists.

Compliance with ECE 158 and ECE 159 regulations will become mandatory for new vehicle types from 6 July 2022 and for all new vehicles from 7 July 2024.

Both of these regulations require vehicles to be equipped with systems that alert the driver to the presence of vulnerable road users in the immediate proximity of the vehicle when the driver is maneuvering at low speed.

The ECE Regulation n. 158 applies to all vehicles of categories M and N (i.e. all motor vehicles for the transport of passengers and goods) and requires the installation of a system near the rear of the vehicle, which allows the driver to detect the presence of vulnerable road users, especially children, when the vehicle is reversing.

This vision / detection system can take the form of:

  • The vehicle-mounted rear view mirror or rear view camera monitoring system to meet the requirements of ECE 46 on indirect vision;
  • One or more additional proximity rear-view mirrors;
  • An additional rear (reversing) camera system;
  • A detection system (e.g. parking sensors);
  • A combination of the above devices.
  • For each of the permitted vision / detection systems, namely mirror / s, camera system or detection system, the regulation also specifies the requirements relating to the design, operation and installation.

The ECE Regulation n. 159 applies to vehicles of categories M2, M3, N2 and N3 (e.g. buses, coaches, trucks and tractors) and requires the installation of a system that allows the driver to detect the presence of vulnerable road users, such as pedestrians and cyclists, close to the front of the vehicle when the vehicle is stationary or traveling forward at speeds of up to 10 km / h.

The system must inform the driver via an optical signal and must provide an additional warning signal to the driver when a potential collision is detected. This warning sign must be a combination of at least two of the following: optical, audible or tactile.

The regulation provides for specific test procedures to verify the performance of the system, providing for the use of “targets” representing an adult pedestrian, a child pedestrian and an adult cyclist. It also specifies the proximity distance range within which the system must be able to operate, the restrictions on when the system can be deactivated and the requirements on the alerts to be provided to the driver in the event of a failure within the system.

  • Vehicles cat. M, N, O – Approval and production control of motor vehicles and their trailers, as well as systems, components and technical units intended for such vehicles, according to the reference framework regulations: EU Regulation 2018/858 , subsequent amendments and additions .
  • Vehicles cat. L – Approval and production control of two or three-wheeled vehicles and quadricycles, according to EU Regulation 168/2013 and on delegated acts.
  • Vehicles cat. T, C, R, S – Approval and production control of agricultural and forestry vehicles according to EU Regulation 167/2013 and its delegated acts.
  • Non-Road Engines NRMM – Approval and production control of Non-Road Mobile Machinery (Non-Road Mobile Machinery) according to EU Regulation 2016/1628.
  • Individual homologations – Homologation of vehicles in single specimen, according to the reference standards: Art. 24 Directive 2007/46 / EC and Chap. IX of EU Regulation 2018/858 .
  • Components, systems and independent technical units Approval and production control of components, systems and independent technical units, according to CE / EU and ECE standards.
